The watch is from ca. 1890-1910, give or take a bit. It is of decent quality, as shown by the inscription:
Ancre (meaning that it has a Swiss lever escapement - better quality than pin lever or cylindre escapement)
Levees visibles (visible lever pallets)
Spiral Breguet (hairspring on the balance with Breguet overcoil to aid isochronism)
Double Plateau (meaning that the roller plate has two levels - one for the transmission stone, another for the notch for the guard pin)
Balancier Compense (meaningthat it has a bimetallic balance with a split in two places to compensate for temperature effects)
15 Rubis (meaning that it has 15 artificial rubies to reduce friction on the gear pivots and the lever pallets)
The watch is definitely Swiss and was probably exported to Norway. I cannot identify the lion with an H logo but a similar (though not identical) logo was used by G.-Henri Liengme of Cormoret, Switzerland. The movement is probably by Fontainemelon (FHF), a maker of generic movements for general use by watchmakers (no, in those days - and even now! - they generally didn't make their own movements!).
